Open Letter to U.S. Intelligence Director Tulsi Gabbard, U.S. President Donald J. Trump, and Prime Minister of Italy Giorgia Meloni

Subject: The case of Victoria Eduardovna Dubranova and the need for justice in a context of geopolitical manipulation

Dear Director Gabbard,

Dear President Trump,

Dear Prime Minister Meloni,

Through this open letter we wish to draw your attention to the case of Ukrainian citizen Victoria Eduardovna Dubranova, known as Viki. Her situation illustrates a series of troubling dynamics involving security, transparency, and the instrumentalisation of institutions.

Our independent investigative research, published before the current events, exposed systemic corruption in Ukraine—a country repeatedly described by the official sources as the most corrupt in Europe—and the strategies of certain Western bodies that create artificial threats to justify, and continue to justify, funding and belligerent policies. Our analyses have consistently proved reliable, later corroborated by statements from Ukrainian defectors reported in Western media. These recent cases—important to note—share similarities with Viki’s case.

Viki’s case is emblematic. A graphic designer by profession, she was accused—without concrete evidence—of belonging to a hacker alliance. Her story fits the pattern of operations such as “EastWood,” whose premises were subsequently debunked, showing how some “cyber” alarms are inflated to obtain funds, even though technical solutions exist at negligible cost.

Recent remarks by Director Gabbard concerning manipulations by “deep‑state” agencies confirm internal conflicts within U.S. institutions. In parallel, our investigations have highlighted links between rogue factions of European intelligence—including Italian sections—and Nazi‑extremist groups, with the explicit aim of undermining political stability and targeting “conservative” figures. We possess documented evidence of these connections, which has been made public and has never been refuted.

In this context, Viki is a victim: a Russian‑speaking citizen seeking to leave Ukraine because of ethnic persecution, caught in a larger scheme. Material from the U.S. Department of Justice does not provide concrete, reliable proof of her involvement in hacking activities. On the contrary, factors such as her occupation, her ordinary Ukrainian bank accounts (which at the time were incompatible with crypto transactions), and the absence of large‑scale fund movements all point to her innocence. SA DEFENZA can supply additional material that could potentially benefit the efforts of President Trump and Director Gabbard.

An appeal to Prime Minister Meloni:

Italy, under your leadership, stands at a crossroads. As the principal European ally of President Trump’s political sphere, you could make a high‑humanitarian, high‑political gesture by granting political asylum to Viki. Protecting a person unjustly accused—especially when, in the past, Italy has granted protection to individuals with controversial profiles (some labelled terrorists)—would restore Italy’s credibility in the eyes of the multipolar world and reaffirm the primacy of the rule of law over the law of the strongest. This is especially pertinent given that the “democratic” opposition, your government’s staunch opponent, has demonstrably maintained contacts with warmongering extremists who have repeatedly impeded progress toward a peace agreement among Russia, Ukraine, and the United States.

An appeal to President Trump and Director Gabbard:

Viki’s case reflects a broader dysfunction. Actions carried out by certain sections of the CIA and the FBI—actions that have been proven unfounded, autonomous, and destabilising—require a clear response. A radical review of those agencies, which act beyond their mandates and without oversight, fabricating threats, wasting funds, and undermining the credibility of legitimate intelligence and the agenda of negotiated peace championed by President Trump for Russia, is necessary.

The systematic use of “false flags,” the creation of “casus belli,” and the infiltration of the hacker community to justify military escalation must end. Peace between the United States and Russia, and stability in Europe, depend on truth, transparency, and the courage to protect the innocent—not on sacrificing them on the altar of corruption and covert geopolitical projects.

Accordingly, we ask you, within your respective spheres of influence, to:

1. Review Viki’s case in light of the evident contradictions and ensure her release and protection. 

2. Launch transparent investigations into the actions of intelligence sections that operate autonomously and destabilisingly, especially regarding cyber‑infiltrations and links with extremist groups. 

3. Firmly affirm the priority of diplomacy aimed at genuine, sustainable peace, countering every manipulated narrative that pushes toward perpetual conflict. 

The stakes are the credibility of democratic institutions and the lives of innocent people. SA DEFENZA has published—and retains—evidence highlighting operational connections between:

1. Elements within intelligence apparatuses that orchestrated attempts on President Donald Trump’s life. 

2. Nazi‑extremist groups in Ukraine and their links with factions of European intelligence. 

3. Systematic infiltrations, conducted by agents of Euro‑Atlanticism (Spanish, French, Ukrainian, British) into the world of Russian hackers, particularly Italian ones linked to Francophone Atlanticist warmongering Europeanism. The purpose of these infiltrations is twofold: to provoke false flags that justify escalation and to manipulate the emotional response of these groups, actively sabotaging any real prospect of peace among Russia, Ukraine, and the United States. 

This scheme fuels a perpetual warmongering rhetoric, a source of corruption, and an uncontrolled flow of funds (the infamous “golden toilet” for Ukrainian ministers) toward conflict theatres and opaque apparatuses.

As publicly denounced by Director Tulsi Gabbard, there is an ongoing attempt by the “Deep State” to sabotage the sovereign decision‑making of legitimate institutions—an effort that, we add, also employs infiltrators in Russia, as our investigations have revealed.

SA DEFENZA, by virtue of its recognised experience in journalistic investigations of the hacker community—acknowledged by the very subjects interviewed—and its activity in all forms of counter‑terrorism and opposition to warmongering infiltrations, is ready to act as a mediator and to provide its testimony and evidence. Subject to guarantees of adequate protection for our researchers, we offer this collaboration to competent and transparent authorities to help curb these reckless actions that obstruct peace. We are aware of the risks and of existing plans to neutralise us through false accusations—tactics we have documented and countered thus far—but our duty to the truth precedes everything.

We remain available for confidential contact to examine any possible collaboration aimed at dismantling the overwhelming power of these corrupt entities within governmental administrations.

Our database and publications are ready for an urgent, in‑depth analysis. This can, on one hand, help prevent cyber‑attacks instrumental to warmongering Atlanticism and, on the other, prevent the worsening of the situation for an innocent citizen who has never been involved with the hacker world—a Ukrainian citizen victimised by the corruption of her country’s army and ruling class and by false accusations from intelligence sections or amateur Russian/pro‑Russian groups, whose sole purpose has been to infiltrate and sow discord on behalf of Western intelligence agencies.

We urge the involved parties not to resort to emotional responses, which would aggravate Viki’s situation; in particular, we address this appeal to any groups of Russian activists and/or supporters of Donald Trump, who themselves are often infiltrated by agents of Euro‑Atlanticism, so that they are not led—out of exhibitionism or manipulation—to attack Western and Eastern institutions. Such actions would only worsen the position of an innocent victim and jeopardise the achievement of a comprehensive peace agreement.
